This error is quite simple. When you have upgraded wordpress, the files have not been downloaded correctly. If you login via ftp you will see that some of the files have a size of zero bytes.
To fix this error, you should upload the latest wordpress files to your blog, overwriting existing files.
Now, login to your blog and you will see that the error has been fixed.
